At the meeting of summarixing the agricultural sector in 2018, the Prime Minister asked the agricultural sector to strive for 10 years to bring Vietnam into the group of 15 countries with the most developed agriculture in the world. The Ministry of Agriculture and Rural Development has issued an action plan to concretize and organize the effective implementation of the Government Resolution. Accordingly, in 2019 the export turnover of agricultural, forestry and aquaculture products needs to reach USD 43 billion (up USD 3 billion compared to 2018), including agricultural products USD 21 billion; livestock products 0.8 billion USD; seafood 10.5 billion USD; forest products USD 10.5 billion and others.

In addition, it is in need to continue developing concentrated and large-scale commodity agricultural production areas; encourage the development of clean and organic agriculture; strengthen application of science and technology, mechanization, etc.
Particularly for the livestock sector, the industry targets to achieve the growth rate of production value of 4.15% in 2019; total meat production of 5.59 million tons, an increase of 4.1% compared to 2018. Specifically, the output of live hog is about 3.96 million tons, up 4%; poultry meat production is about 1.16 million tons, up 5.7%; milk is about 1.05 million tons, up 9.3%; eggs are about 12.57 billion, up 6.6%. Also, the Ministry of Agriculture and Rural Development strives to bring export turnover of livestock products from US $ 550 million in 2018 to US $ 800 million in 2019. By 2020, the livestock sector strives to officially step into the billion dollar product group.
The target for the aquaculture must strive to achieve a growth rate of production value of over 4.69% in 209, the total seafood output is about 8.08 million tons (up 4.2% compared to 2018) and seafood export turnover reaches over 10.5 billion USD.
